Integrated Protection Service for the Gaza Strip, Droplet of Mercy Shelter Project in Gaza

The Crisis.

Widespread displacement and damage to homes have left families crowded into temporary shelters and informal sites where privacy is scarce and safety risks rise. Stress, loss, and separation increase vulnerability to exploitation, family violence, and negative coping, while children and persons with disabilities face barriers to safe spaces and essential services.

Interruptions to civil documentation, legal aid, and social services make it harder to access assistance or reunify families. Overstretched facilities lack confidential reporting points, trained staff, and consistent referral pathways, so protection concerns often go unidentified or unresolved.

The Challenge.

An integrated protection service must operate where people live—within and around shelters—linking safe access, case management, psychosocial support, and accountability so risks are prevented, identified early, and addressed with dignity.

  • Safe access & safeguarding: Establish well-lit, accessible spaces with clear codes of conduct, trained safeguarding focal points, and confidential reporting channels to reduce harassment and violence.

  • Case management & referrals: Provide survivor-centered GBV and child protection case management, legal information for documentation issues, and strong referral pathways to health, MHPSS, and specialized services.

  • Psychosocial support & community engagement: Run age- and gender-appropriate PSS activities, parenting and positive coping sessions, and community protection committees to identify risks and co-design solutions.

Project Summary

More than 75% of Gaza’s total population has been forced to leave their homes and is in urgent need of food, water, shelter and medical care. Over the past 6 months, many people have fled from the north to the south of Gaza. 1.7 million people now live on less than 30% of its land in miserable conditions in Rafah and the Middle area. And most of the IDPs did not get there directly, but have been displaced up to five times. People are afraid and confused.

They feel like there is no safe place for them to go, and are unable to make a decision to stay in Rafah or to flee after the serious threats of a massive ground invasion to Rafah. This project is designed to provide an integrated service to a group of 100 families who will find their shelter in the camp.

Project Outputs:

• Establishing a shelter that will accommodate 500-600 people and provide them with an integrated service as the following:
• Establishing and delivering 100 tent to displaced families
• Establishing and running a clinic for 6 months
• Establishing and running a charity kitchen for 6 months
• Establishing a children's playground
• Establishing and equipping a mosque
• Establishing and running a school and hiring three teachers for Arabic, English and Math
• Adding the needed services to the camp including camp management room, a storage room and surrounding the camp with a siege.
