Lebanon Emergency

The Crisis.

Lebanon’s protracted economic collapse has eroded purchasing power, driven up prices for food, medicines, and fuel, and left public services on the brink. Rolling power cuts disrupt water pumping, refrigeration, and clinic operations, while shortages of essential drugs and diagnostics push routine health needs into emergencies.

Municipalities and refugee-hosting communities are stretched thin, with households facing rent arrears, rising debt, and crowded, substandard housing. Protection risks are increasing—particularly for children, older adults, and people with disabilities—as families resort to negative coping strategies to cover basic needs.

The Challenge.

The response must stabilize households quickly while reinforcing essential services and local markets through coordinated, multi-sector support delivered safely and accountably.

  • Essential services and power continuity: Sustain primary health care with medicines and diagnostics, bolster water systems and cold chains, and deploy fuel-saving or solar back-ups to keep clinics and pumping stations operational.
  • Protection and community services: Strengthen case management, child protection and GBV referral pathways, psychosocial support, and community helpdesks to ensure safe, dignified access to assistance.

  • Targeting, delivery, and monitoring: Use transparent vulnerability criteria, scheduled distributions, digital verification, and post-distribution monitoring and feedback channels to adapt programming and close gaps quickly.
